Gustavo has developed and implemented legal models for infrastructure projects in various modalities, e.g. public works, independent power production, construction, leasing, transmission, natural gas and LNG supply and transportation services, and power transmission.

He has experience in the management of the regulatory framework in energy and administrative matters and in the regulations governing public administration and state-owned productive enterprises; he has negotiated and drafted administrative, civil, commercial and energy agreements and contracts. Likewise, he has directed the contracting and substantiation of bidding procedures for major infrastructure projects.

He has led the structuring of infrastructure projects, and developed business cases, financial models and implemented partnership and participation schemes. Gustavo was undoubtedly the leader of CFE in the development, contracting, financing and execution of several infrastructure projects.
